How good an estimator of turbulence strength is Cn2 at the boundary layer? (JTu5A.6)

The Obukhov-Kolmogorov theory has provided us with the well-known −11/3-power spectrum; assumed a valid model for the whole atmosphere. The strength of the fluctuations are conveyed by the structure constant, Cn2 under presuppose of statistical isotropy and homogeneity. We show that this is a rare occurrence in turbulent airflow above the ocean.
