OSA Welcomes Philips as International Year of Light's First Patron Sponsor
 On 10 April, Royal Philips signed on as the first patron sponsor of the International Year of Light and Light-Based Technologies (IYL 2015). The United Nations proclaimed 2015 as the International Year of Light and the plans for the year-long initiative are underway by a large consortium of scientific bodies, with UNESCO as lead agency. OSA is one of eight founding partners of IYL 2015 and is working with the consortium to encourage more corporate support of the global initiative.
As a patron sponsor, Philips will work closely with the IYL 2015 planners to highlight the crucial role that light and light-based technologies play in improving the quality of people’s lives worldwide. Philips will also support a key IYL 2015 program called “Study after Sunset,” promoting the use of portable solar-powered high-brightness LED lanterns in regions of the world with little or no reliable source of light.

OSA's New Journal for High-Impact Results Is Now Accepting Submissions
 Optica, OSA’s new highly selective research journal, is ready to accept manuscripts. Announced in February and launching July 2014, Optica will be an open-access journal dedicated to rapid dissemination of high-impact results in all areas of optics and photonics. The Journal will publish original, peer-reviewed research articles, letters, and mini reviews that will appeal to a broad audience. Learn more about submitting a manuscript.

OSA Incubator Meeting Topological Order with Photons
 OSA recently hosted another successful Incubator, OSA Incubator Meeting Topological Order with Photons. The Incubator was hosted by: Mohammad Hafezi, Joint Quantum Institute; Jacob Taylor, National Institute of Standards & Technology; Steven Girvin, Yale University; and Karyn Le Hur, Ecole Polytechnique. The hosts pulled together a wonderful program where attendees discussed the recent interest in exploring topological orders with photons and the potential role in classical and quantum information processing. Specifically, the invited speakers and group discussions looked at recent theoretical and experimental progress, future research directions and potential applications of this promising field.
The Incubator received generous financial support from the Air Force Office of Scientific Research, Physics Frontier Center, and Joint Quantum Institute. You can read more about the meeting on the blog.

OSA Member News: Axel Schulzgen
University of Central Florida optics professor Axel Schulzgen was recently awarded the only state of Florida equipment award from the Air Force's Defense University Research Equipment Program. The USD $870,000 grant will be used to purchase equipment that will create the glass preforms necessary for producing fiber-optics. With the new equipment, Schulzgen and his team will be able to make their own preforms—cylindrical chunks of glass that are the raw material for fiber-optic cable.

Recent OSA Activities in Berlin, Germany
In March, Philip Russell, OSA President-Elect, attended the OSA Research in Optical Sciences Congress this month, where he spoke at the opening ceremony for the event. The same week in Berlin, Philip also joined the DPG (Deutsche Physikalische Gesellschaft) Spring Meeting to co-present the 2014 Herbert Walther Award to Massimo Inguscio of the University of Florence, Italy. The Walther Award is co-sponsored by OSA and DPG and was presented to Inguscio for groundbreaking experiments in modern atomic, molecular and optical (AMO) physics, from spectroscopy of metastable helium to Anderson localization of ultra-cold atoms, and for his scientific leadership worldwide.

U.S. Congressional Visits Day 2014
 On 25-26 March, OSA, in conjunction with our National Photonics Initiative (NPI) partners (APS, IEEE Photonics Society, LIA and SPIE), organized a Congressional Visits Day to bring attention to the NPI. In total, 36 participants representing 14 states visited more than 60 Congressional offices to advocate on behalf of photonics and the NPI.
Participants attended an in depth training session at OSA headquarters and then walked the halls of Congress to educate their representatives on policy issues important to the field of photonics.
Participants discussed the NPI, the America COMPETES Act, the National Defense Authorization Act, and supporting legislation to authorize the Network for Manufacturing Innovation. Participants also had the opportunity to invite their members of Congress to experience the importance of optics and photonics first hand by visiting their facilities and laboratories.

OIDA Roadmapping Session at OFC
The National Photonics Initiative (NPI) circulated its recent one-page proposal for a prototyping and manufacturing facility, funded by a U.S. public-private partnership. USC's Professor Alan Willner discussed this proposal at an OIDA panel discussion on roadmaps for optical communications.
The OIDA roadmapping session featured roadmaps developed at the MIT Microphotonics Center (from Prof. Lionel Kimerling), iNEMI (from Dick Otte), and a perspective on standards adoption (by Scott Kipp). Each of these roadmaps aims to reach a different part of the optical communications market.
OIDA's Tom Hausken pointed out that many so-called roadmaps are directed at R&D funding, such as the recent Photonics21 roadmap completed for European Commission funding. Specific projects also may have roadmaps to direct their goals, much as companies have product roadmaps to direct their internal goals. Hausken showed examples from the European PhoxTroT program, Japan's PETRA program, and the U.S. Department of Energy's Exascale Computing Grand Challenge.
Roadmaps work best when the architecture is known, working downward from the architecture to the physical layer. However, this process may be impractical in periods of rapid technological change. An alternative approach is to forecast where key parameters are going, and use that to direct technology planning. Hausken showed examples for interconnect metrics of mW/Gbps and link energy efficiencies (in mW/Gbps/m, or pJ/bit/m).
OIDA is continuing to examine these roadmaps, as well as topics in photonic integration assembly, data centers (with the NSF center CIAN), and an upcoming workshop on 100GbE single-wavelength technology (with the Ethernet Alliance). For more information, contact Tom Hausken.
