As highlighted by the success of the former Conferences of this series in 2011 and 2013, ultra-short lasers launched into the atmosphere have emerged as a promising prospective tool for weather modulation and climate studies. Such prospects include lightning control and laser-assisted condensation, ice formation, albedo modulation, turbulence control etc.. Because of the striking similarities between non-linear optics and nonlinear fluid dynamics / climate instabilities, we will include in 2015 a new session dedicated to abrupt climate changes, tipping points, and chaotic behaviors. Strengthening the links between laser and atmospheric physicists, chemists, electrical engineers, meteorologists, and climatologists is a major objective of this third Conference
