FY2017 Appropriations Washington Update

FY2017 Funding: Proposed and Final Funding Levels

During the week of May 1, Congress passed an Omnibus Appropriations bill for Fiscal Year (FY) 2017 to fund the federal government for the remainder of FY17.  The President has signed the Omnibus into law.
 

Commerce, Justice, Science (CJS) Appropriations Act

Includes funding for the National Science Foundation (NSF), National Institute of Standards and Technology (NIST), National Aeronautics and Space Administration (NASA), and National Oceanic and Atmospheric Administration (NOAA).
Proposed funding levels:

  • NSF
    • House Proposed: NSF overall would receive $7.4 billion, $57 million below FY16. The NSF Research and Related Agencies account would receive a $46 million increase and the NSF Major Research Equipment and Facilities Construction account would be reduced by $86 million.
    • Senate Proposed: NSF overall would receive $7.51 billion, $46 million above FY16. The NSF Research and Related Agencies account would receive level funding and the NSF Major Research Equipment and Facilities Construction account would increase by $46 million.
    • (Final) Omnibus Appropriations Bill funds NSF at $7.5 billion, an increase of $8.7 million over FY16.
  • NIST
    • House proposed: $865 million, $99 million below FY16 (around 10% cut). Within NIST, the National Network for Manufacturing Innovation (NNMI) would receive $5 million.
    • Senate proposed: $974 million, $10 million above FY16. Within NIST, the NNMI would receive $25 million.
    • (Final) Omnibus Appropriations Bill funds NIST at $952 million, a decrease of $12 million below FY16.
  • NASA
    • House proposed: $19.5 billion, $223 million above FY16
    • Senate proposed: $19.3 billion, $21 million above FY16
    • (Final) Omnibus Appropriations Bill funds NASA at $19.7 billion, an increase of $368 million over FY16
  • NOAA
    • House proposed: $5.6 billion, $185 million below FY16
    • Senate proposed: $5.7 billion, $74 million below FY16
    • (Final) Omnibus Appropriations Bill funds NOAA at $5.68 billion, a decrease of $90 million below FY16
  
 

Defense Appropriations Act

Includes funding for Department of Defense (DOD) 6.1 Basic Research, DOD 6.2 Applied Research, DOD 6.3 Advance Technology Development, and DARPA.
   
Proposed funding levels:
  • DOD 6.1 Basic Research
    • House: $2.12 billion, $190 million below FY16
    • Senate: $2.26 billion, $50 million below FY16
    • HR 1301: $2.28 billion, $44 million below FY16
    • (Final) Omnibus Appropriations Bill: $2.276 billion, $33 million below FY16
  • DOD 6.2 Applied Research
    • House: $4.96 billion, $40 million below FY16
    • Senate: $5.115 billion, $115 million above FY16
    • HR 1301: $5.3 billion, $292 million above FY16
    • (Final) Omnibus Appropriations Bill: $5.296 billion, $292 million above FY16
  • DOD 6.3 Advance Research Technology
    • House: $5.94 billion, $250 million above FY16
    • Senate: $5.98 billion, $294 million above FY16
    • HR 1301: $6.44 billion, $501 million above FY16
    • (Final) Omnibus Appropriations Bill: $6.439 billion, $502 million above FY16
  • DARPA
    • (Final) Omnibus Appropriations Bill: $2.939 billion, $49 million above FY16

 

Energy and Water Appropriations (E&W) Act

Includes funding for Department of Energy (DOE) Office of Science, Advanced Research Projects Agency – Energy (ARPA-E), and the Office of Energy Efficiency and Renewable Energy (EERE).
 
Proposed funding levels:
  • DOE Office of Science
    • House: $5.4 billion, $50 million above FY16
    • Senate: $5.4 billion, $50 million above FY16
    • (Final) Omnibus Appropriations Bill: $5.392 billion, $42 million above FY16
  • ARPA-E
    • House: $306 million, $15 million above FY16
    • Senate: $325 million, $34 million above FY16 (The Senate Appropriations Committee originally proposed $293 million but an amendment on the Senate floor by Senator Brian Schatz increased the funding level to $325 million.)
    • (Final) Omnibus Appropriations Bill: $306 million, $15 million above FY16
  • EERE
    • House: $1.825 billion, $248 million below FY16
    • Senate: $2.073 billion, level funding with FY16
    • (Final) Omnibus Appropriations Bill: $2.09 billion, $17 million above FY16
    
 

Labor, Health and Human Services, Education (LHHS) Appropriations Act

Includes funding for the National Institutes of Health (NIH)

Proposed funding levels:

    • Senate: $34 billion, an increase of $2 billion above FY16
    • House: $33.3 billion, an increase of $1.3 billion above FY16
