Kevin Wolf to Explain U.S. Export Control Reform Regulations
WASHINGTON — Sophisticated laser systems are increasingly being used for information gathering and sharing since they can satisfy many critical needs in sensing and high bandwidth free space optical (FSO) communications. We are coming into the age where laser systems are a viable competitor to RF systems for many applications. OSA Laser Congress 2016 features the latest advances in solid state laser development and related technologies for use in free space laser communication, laser-based sensing and numerous industrial applications. The congress will provide attendees with a comprehensive view of the latest technological advances as well as the applications of laser technologies for industrial products and markets.
This congress reports on the latest use of lasers in diverse fields such as environmental sensing, remote imaging, close-in inspection and medical diagnostics. Common challenges to both systems, such as atmospheric effects, are also considered. In addition to applications and systems, this meeting also covers the enabling technologies that are often common in both sensing and communication. Advances in sources and waveform/wavefront modulation techniques, receivers, optical apertures, and post-detection processing schemes are all required and are subjects of this to be discussed.
INVITED PRESENTATION
The OSA Laser Congress will also include an invited presentation by Kevin J. Wolf, Assistant Secretary of Commerce for Export Administration, U.S. Department of Commerce, USA. Thursday, 03 November, 12:30 – 13:45, Harbor Ballroom, The Westin Boston Waterfront.
Wolf is leading the Administration’s rewrite of Category XII of the United States Munition List (USML) – an amendment to the International Traffic in Arms Regulations (ITAR). Category XII encompasses fire control, laser, imaging, and guidance equipment that the United States considers critical to national security. The goal of the proposed rule change was to ensure that dual-use items are not inadvertently controlled on the USML and are subject to the more flexible controls of the Export Administration Regulations (EAR). After several years of work, the Administration anticipates releasing the final rule in the late Fall. Participants will have the opportunity to hear firsthand from the Assistant Secretary the changes and impacts this rule will have on the optics and photonics industry.

COLLOCATED MEETINGS
Lasers for Sensing & Free Space Communication (LS&C): Presentations will be given on the latest use of lasers in diverse fields such as quantum technologies, environmental sensing, remote imaging, close-in inspection, and medical diagnostics. LS&C seeks to merge enabling research with application needs. The meeting will especially highlight means by which quantum protocols can enhance the performance of applications such as remote sensing and free-space communication.
Advanced Solid State Lasers (ASSL): This meeting looks at new sources, advanced technologies, components and system design to improve the operation and application of solid state lasers. It covers the spectrum of solid state lasers from materials research to applied science and design innovations.
Laser Applications Conference & Executive Forum (LAC): Presentations given during this conference will focus on Materials Processing and High Intensity Laser Applications. Attendees will have the opportunity to hear from industry leaders in the defense, scientific research, and energy markets. One of the themes of this meeting will be to initiate discussions on what engineering and production advances are needed to translate promising technological advances into marketable products.
OSA Laser Congress Short Courses: New in 2016, short courses are complimentary for Laser Congress attendees (registered as full technical or student). Courses are offered on popular topics such as: Optical Frequency Combs, Crystal Parametric Nonlinear Optics and more.
