OSA Presents 2014 Advocate of Optics Recognition to Isao Sugino

WASHINGTON, Nov. 7, 2014—The Optical Society (OSA) has presented its 2014 Advocate of Optics recognition to Isao Sugino, of the Telecommunications Bureau Ministry of Internal Affairs and Communications (MIC) of Japan. Sugino was selected for leadership in research and development policy and raising awareness for the need to advance optical technology to make telecommunication systems more resilient during disasters. 
 
Sugino has been involved for 20 years in Japan's government administration related to information communications technology (ICT) and telecommunications, including radio frequency management, radio licensing, business/technical regulations, and numbering plans. In August 2011, Sugino was appointed to the MIC, where he has held various leadership positions. In 2012 Sugino was a keynote speaker at OFC where he spoke about the March 2011 earthquake and tsunami that largely impacted telecommunications networks in Japan. In addition to addressing the strategies utilized to promptly restore these networks, Sugino also focused on future plans and R&D for Japan to consider when constructing a dependable network infrastructure.
 
“Having seen firsthand the impact a natural disaster can have on telecommunications systems, Isao is a knowledgeable and trusted source on the resilience of optical technologies,” said OSA CEO Elizabeth Rogan. “Through his leadership, both Japan and the science community at large continue to benefit from the investment in sustained research and the development of a new level of reliable systems.”
 
To be recognized as an OSA Advocate of Optics, a public official must have a record consistent with his or her support of science, optics and photonics and be an enthusiastic advocate for science policy issues, with particular regard to the advancement of the science of light.
