Budget Picture
Michael Lubell, Director of Public Affairs, APS Washington Office and Professor of Physics, City College of New York (CCNY)

Don’t be scared.  Understanding the federal budget isn’t as bad as it sounds. O.K., it is as bad as it sounds, but we will make it as easy as possible for you.  Prepare for a crash-course on the state of the budgets scientists and engineers care about, historic trends and all the information you need for your meetings.  Your legislators are not expecting you to be an expert on the federal budget.  This briefing will give you the basics you need to understand what’s going on with the specific budgets that affect you and your profession.

Overview of Capitol Hill 
 Kevin Whittlesey, OSA/MRS Congressional Fellow

Working on Capitol Hill is not like working in other places.  Kevin Whittlesey is currently spending a year on Capitol Hill working in the office of Congresswoman Doris Matsui (D-CA) and will tell you about his experience.  He will also explain what the Congressional staffers are expecting from you and how to get the most out of your meetings.

Grassroots Training: Putting it All Together
Ron Kelley, The Livingston Group

Materials Research Society (MRS) Washington Representative Ron Kelley will explain how to use the budget information to deliver an effective message during your meetings.  You have one shot at making an impact on your legislators.  Ron will make sure you make it count.

Location: Pratt Street Service Drive, located at Pratt & Howard Street

Meetings on Capitol Hill

Schedules will vary for each participant.  You will be grouped with other participants from your state or region and accompanied by staff from OSA, LEOS, OIDA or APS.  Lunch is on your own with your group.

4:00 p.m.

Bus departs DC for Baltimore Convention Center
Location: Botanical Gardens at First St. and Maryland Ave., SW

For those wishing to return to Baltimore earlier in the day, a commuter train is available between Washington, DC’s Union Station and Downtown Baltimore/Camden Station on the Camden Line.   The Penn Line runs from Union Station to the Baltimore Washington International Airport.
